Job Description

Harper Harrison have a great opportunity for a QS level Assistant Commercial Manager with main contractor and NEC experience. This role is offered on a 3-6 month contract, although the client is considering candidates on a permanent basis.

Job role/responsibilities:

*Supporting the transition from NEC3 Term Service Contract (TSC) to the NEC4 TSC form for its regional adoption
*Liaison and negotiation between Contractor and Delivery team and internal stakeholders
*Supporting the Regional Commercial Lead with adhoc procurement requirement on other NEC4 contract forms
*Support in the preparation of cost reports, budget and cash flow
*Reconciliation of existing contracts Price of Services Provided to Date (PSPD) and supporting implementation of a cumulative application process
*Supporting agreement of account reconciliation and final accounts
*Full pre and post contract QS support
*Payment assessments based on the new NEC4 amended TSC and existing Amended NEC3 TSC
*Assessment of contractor change requests (Compensation events to Task Orders) and subsequent notification and mitigation of risks
*Continuing support of value by challenging actual cost and removal of any disallowed costs
*Reporting of monthly cost, EAC and FAC
*Challenge current supply chain value and support the pre contract on boarding process and selection of new contractors
*Respectfully challenge current process and contractual arrangement
*Capacity/efficiency to challenge the utilisation rates of each contract
*Ability to liaise with the high-level internal stakeholders on contract negotiation and changes with confidence (with the support of the Head of Commercial)

Desired Requirements:

*4-6 years of experience in a QS/ACM role
*NEC experience, TSC preferable (NEC4 knowledge not essential)
*Direct works procurement experience (whether contractor or subcontractor).
*Highways/Civils QS background useful but not essential (understanding of the additional NRSWA and Street works UK requirements)
*Experience with main contractor preferable
*General contract management experience
*Ability to understand bespoke contract and the associated change management process.
*Able to present cost data confidently to internal stakeholders
*Ability to prioritise work flow and work independently due to current COVID-19 situation
*Degree in Quantity Surveying or Construction Management
